A Meta MOOC can probably be at least two things. 1) A MOOC about how to arrange MOOCs, 2) a mechanism to point out other already existing MOOCs, or part of them. This is how its used in this context.

Meta MOOC for leveling students from other universities before they attend our masters programme

Meta MOOC for pointing to good existing material for life-long learning in e.g. company environments
